Dr. Ou-Yang received B.S. and M.S. in physics from Fu-Jen Catholic University in Taiwan. He graduated from UCLA with Ph.D. in physics in 1985. He joined the Physics Department of the University of Pennsylvania and Exxon Corporate Research Laboratory as a postdoctoral fellow during the period 1985–88. He joined Lehigh University as an assistant professor of physics in 1988.

Currently, he is a full professor at Lehigh, Director of Soft Matter and Biophotonics Laboratory, and Director of Emulsion Polymers Institute (EPI). During his career Dr. Ou-Yang also served as visiting researcher or professor at the CNRS Laboratory for Dynamics of Complex Fluids in Strasbourg, Hong Kong University of Science and Technology, National Taiwan University, Korea Advanced Institute of Science and Technology, Beijing University of Chemical Technology, and University of Bordeaux.
